Supporters of the bill point to a growing number of cases where parents have faced scrutiny for what they consider normal childhood experiences. They cite examples of mothers and fathers who were reported to authorities for letting their kids walk to a park or wait in a car for a few minutes. In some instances, these reports led to lengthy investigations and even temporary removal of children from their homes.

The bill would establish a federal standard for what constitutes neglect, making it clear that a lack of direct supervision does not automatically mean a child is in danger. It would also require states to consider factors like the child's age, maturity, and the surrounding environment before launching an inquiry.
